UPDATE : THE MOLDOVA CITIZENSHIP BY INVESTMENT LEGISLATION HAS BEEN REPEALED (JUNE 2020)

 

Moldova obtained independence in 1991 and over the years have built a sovereign, independent state which determines its own way how to regulate the granting of citizenship. Over more than twenty-five years of Moldovan statehood, the citizenship regime of Moldova has transited through several phases. One of the most important developments was made in 2000 with the adoption of a new law on citizenship whereby the legal regime was brought in line with International and European principles and standards. 

Moldova's nationality law is mainly based on the concept of ius sanguinis meaning that citizenship is not granted automatically to individuals who are born in Moldova but must have at least one parent who is a citizen of Moldova at the time of birth. Moldova citizenship can also be granted by naturalisation, by marriage, by adoption and also by investment. 

Moldova Citizenship by Investment

The latest amendments to Moldova citizenship law were implemented in 2018 after the Government's decision No 786 of October 4th 2017. By means of these amendments, Moldova citizenship can also be granted to investors by means of a contribution to Moldova's Public Investment Fund. In accordance with the law on citizenship No 1024 of June 2nd, 2000, and the government decision of October 2017, the Moldova citizenship programme was launched and a special agency to regulate this programme was also established. 

Investors submit their application through a licensed law firm, pay due diligence and processing fees, undergo a review of their reputational and financial profile and on approval proceed to make a contribution to the Public Investment Fund, leading to the privilege of Moldova citizenship. Thus, the only fees payable prior to approval are the government due diligence and processing fees. 

Payable upon approval is a government fee of €35,000 and a non-refundable contribution the Public Investment Fund consisting of

  • €100,000 for a single applicant
  • €115,000 for the main applicant and his/her spouse
  • €145,000 for a family of four
  • €155,000 for a family of five or more

Moldova and Dual Citizenship

Moldova citizenship law allows Moldovan nationals to hold a foreign nationality in addition to the Moldovan citizenship. Dual nationality has been introduced in Moldova after a constitutional amendment in 2002 which repealed the provisions prohibiting Moldovan citizens from possessing the citizenship of another state.
